The contention is that communication if it is successful, is inchoate - surely a contradiction - a proposition that the rational mind rejects. However it is communication that is beyond reason, that is pre-cerebral or as Schmahmann, quoating Kristeva would have it, "[It is] …a primary condition characterised by libidinal drives and impulses, and which precedes the acquisition of language and structures of signification."
